On October 14, 1992, the United Nations General Assembly, in Resolution 47/3, proclaimed December 3 como the International Day of Persons with Disabilities.
Disability is a condition that affects the standard of living of an individual or a group. The term is used to define a physical or mental impairment, such as sensory, cognitive, or intellectual disability, mental illness, or various types of chronic illnesses.
People with disabilities, the “world’s largest minority”, tend to have fewer economic opportunities, worse access to education and higher poverty rates. This is mainly due to the lack of services that can make their lives easier (such as access to information or transportation) and because they have fewer resources to defend their rights. These daily obstacles are compounded by social discrimination and the lack of adequate legislation to protect the disabled.
It is widely demonstrated that, once the barriers to the integration of disabled people are removed, they can participate actively and productively in the social and economic life of their communities. For this reason, it is necessary to remove the barriers to assimilation of the disabled into society.
Accessibility and inclusion of people with disabilities are fundamental rights recognized by the Convention on the Rights of Persons with Disabilities. They are the conditions without which they cannot enjoy their other rights. The Convention (article 9) requires that persons with disabilities can lead an independent life and participate actively in the development of society. It requests the States to take the appropriate measures to give them full access to daily activities and eliminate all obstacles to their integration.
